Poor Quality Assurance/Missing Key Elements.

I bought this chair in June. When I tried to assemble it, I realized it was missing component #1 (the top rail). Bloomingdales customer service expedited a replacement item that arrived on July 09. The replacement item is ALSO missing the same component (the top rail). Modway clearly has zero quality checks for multiple items to fail to include a key component. I literally tried to take the box apart thinking the top rail might be under one of the cardboard panels but the component is not in EITHER box.
