Top fits so strangely for a petite

I was so happy to order a petite formal dress! I’m 5’1”, 112 pounds, order a P2 and P4. They both fit and length is great but the bodice is made for someone at least 5’5”. I would Have had to have it entirely reworked. Was quite surprised!
