not 100% cotton as described

I have bought it for several times. This time I found it is described as 100% cotton. But when I received it, I found it is printed only 60% cotton which is the same as before. I am so confused.

Decent Boxer

Stylish, comfortable to wear, wash well with no shrinkage and come out of the dryer with no wrinkles. Elastic waist band is not covered in material it is exposed to the skin and this is not 100% cotton.
