Skirt or long dress?

To say the skirt is extremely long is an understatement. From wait to hem it's 51" long. I am 5'5" 138lbs bought a size M. Even as a dress, when pulled up to my underarms, it was still dragging. I had to double check that it was supposed to be a skirt. Will be returning. Disappointing and confusing.
