Beautiful but runs small

Gorgeous dress. I usually wear a 14 in L148 pants, and a 14/L in tops. The 14 dress did NOT fit me. I actually think I'd have to go up two sizes to the 18, because I couldn't even zip it. If I could zip it but it was just too tight, I would assume that a 16 would fit... but NOPE! It's gorgeous thought, and the cotton is really cool and crisp, like fine sheeting.
