Rip off

Online associate on a recorded line said id we open a Bloomingdales Credit Card we would get 20% off. After an hour off setting up new CC transaction was complete. Just received the bill and they only took off $250. Not $1,458. After several phone calls to probably another country. I was told that there was a maximum of $250. off. Only choice is to pay more or return dress. Thanks for wasting a ton of my time. Worst customer service ever !
