Too dry to apply.

I found the lip liner to be very dry when applying. It does not apply smoothly. I don't know if it is supposed to be that way or if it has dried out

Best lip liner

I tried many other brand name lip liners but nothing compares with this one. The color is a perfect neutral that goes with shade of lipstick, it is creamy and goes on smoothly on my lips. Perfect for a polished make up look.
