Water spots on base

Tension works great at holding the paper towel so you get one but the water spots on the base drive me crazy! I am not sure how to clean them off.

After Long Wait - Damaged

After waiting weeks for this paper towel holder, when opened, it had a dent in the side and one of the four rubber feet was missing, looks to me that I was sent someones return!
