Waist band runs super small

I was extremely thrilled to get this as it would complete my beach look however the waistband doesn't have any stretch. I ordered a size large and couldn't get the waistband to stretch over my hips. There is no elastic in the waistband as well as no closure. Sadly, I had to return them.

Doesn’t make sense

I ordered these in medium and large:: both size r exactly the same and impossible to fit .. the waist is a 23 at best,, how is anyone supposed to get these pants on.. legs r super wide with tiny waist that only fits 1 leg… for reference im a small in most brands.
