Weird bust

There seems to be extra fabric in the bust that no amount of adjusting could fix. I thought maybe I got a defective item but looking back at the photos you can see a similar issue on the model. I was going to exchange because otherwise it’s a cute dress, but I’m afraid that won’t solve the issue. Needs a trip to a tailor.
