Beautiful Dress for Small Busts

I love this dress, it flows so nicely and the colors are beautiful. My one complaint is that this dress is made for someone with small to very small breasts. I am a 32 DD and 5'2. Right now the top does not work at all. I am asking a friend if there is anything I can do for more coverage with the hem material that I will need to cut off.
