Veronica Beard Jeans

I bit the bullet and went for these jeans at what I consider a fairly high price point. When they came I held them up and went uh-oh, these look small. For ref I'm five-one, 115 lbs. I'm normally a 28, which is what I ordered. I tried them on and they were too tight, I was barely able to zip them up. And the length is ridiculously long, so long that I think the flare will not be right if I hem them. Unfortunately they're going back.
