Not true to size

I ordered a size 9 in this shoe which is really very cute. It says "order your normal size, runs true to size" It is very small. They sent a size 39, my friend who is a size 8 barely fit into it. My daughter who is a size 7.5 also barely fit into it. This should have said runs small; sizing is not even close to accurate.
