Stunning skirt funny fit

I love the design of this skirt! The fabric is very nice and luxurious. But the waistband was very tight on me. I ordered a 4 originally but was wayyyy too tight. I didn’t even think 1 size up would be big enough. Lucky for me only an 8 was in stock. So i ordered it and it fit perfectly! But I never am a size 8. Also the length was long so I had to shorten it. I am 5’4.
